ABSTRACT

The government, in a companion to its Green Paper Every Child Matters (2003), restated its commitment ‘to tackle effectively the problems caused by, and the needs of, those young people who do become involved in crime – 200,000 of them are dealt with by the youth justice system each year’ (Home Office 2003: 3). The report refers to the substantial improvements made over the past few years. At the heart of these improvements is the Youth Justice Board.
