ABSTRACT
The Police Service has generally failed to provide an adequate response to racially motivated offending. Key to efforts to improve provision has been the widespread adoption of the following definition, taken from the Macpherson Report (1999): ‘A racist incident is any incident which is perceived to be racist by the victim or any other person.’
