ABSTRACT
The Royal Commission on the Police (1962) was established to investigate the complex and ill-defined system of police governance that had developed in Britain. The commission’s report led to the foundation of the tripartite structure of police governance (i.e. the Home Office, police authorities and chief constables), which remains largely in place today.
