ABSTRACT

High-risk sex offenders are those who by definition pose the greatest risk to the public and who require the most robust response from the criminal justice system. However, in public parlance, the term ‘high-risk’ has come to be synonymous with the label ‘sex offender’ used to describe a group of individuals feared by the public at large and beloved of tabloid headline writers. But what do we actually mean by high-risk, and is it accurate to refer to all sex offenders as such? In this chapter we will examine some of the policy issues facing those within offender management organisations who deal with such offenders.
