ABSTRACT
This chapter is mainly concerned with public understanding, publicity and specialized education in relation to animal welfare laws in China. However, the question of legislation needs to be mentioned first because legislation and popular acceptance are mutually complementary. Popular understanding and popular acceptance must precede legislation; after legislation has been enacted, they are the crucial link in the process of enforcement.
