ABSTRACT

The saying ‘well begun is half done’ certainly applies to EIA follow-up. As for EIA generally, careful screening and scoping are crucial steps for getting off to a good start to achieve a well-tailored and practicable EIA follow-up. Screening determines the need and usefulness of EIA follow-up for a specific project while scoping determines the content of the follow-up programme. In addition to these why? and what? questions posed by screening and scoping respectively, it is important to determine at an early stage how the follow-up will be done. Each should be laid down in the EIA follow-up programme.
