ABSTRACT
The struggle against apartheid created space for civil society to participate in discussions about how the electricity sector should be restructured to serve the interests of those who were denied services under apartheid. However, this became an increasingly technocratic process, with business consultants leading the way and grassroots formations increasingly marginalised.
