ABSTRACT

Despite the initial lack of an explicit treaty basis, the European Union (EU) nevertheless has constructed a very wide-ranging set of regulations that cover the critical environmental media (water, air, and soil) and a range of products and industrial processes. From Table 9.1 the tremendous expansion of environmental policies between 1957 and 1994 is evident, although the 1995 Figures raise interesting questions about the future trajectory of EU environmental policy.
