ABSTRACT

The paradigmatic shift from environmental policy-making through traditional government towards governance for sustainable development has, to some extent, changed the traditional patterns of political and administrative routines. This shift has changed the content of policies affecting the human–environment relationship to some (but still limited) extent. To a much higher extent, the shift has changed our view of how policy process should be conducted in the environmental policy sector. The shift implies a change from traditional top-down and representative government towards bottom-up and participatory governance.
