ABSTRACT

Drawing upon diary excerpts and informal conversations, this chapter presents a glimpse of the relationships behind one programme in Nepal from the perspective of a part inside, part outside observer. It illustrates two sets of relationships – between donors and non-governmental organizations (NGOs), and between international and local NGOs – and considers how these impact more widely upon critical relations with communities and local government. Two key aspects of relationships are highlighted: organizational and personal. These two aspects are shown to interrelate in the process of creating or hindering positive relationships. The case studies illustrate how aid systems can exclude those whom they aim to embrace. However, through good organizational systems and strong personal commitments, relationships that enable positive change can be built. 1
