ABSTRACT
Freshwater lakes are often a focus for interaction among upstream and downstream communities and those who live around the lake. Lake Biwa in Japan is a typical case, with a relatively small population upstream (engaged in intensive agriculture), the populous megacities of Kyoto, Osaka and Kobe downstream, and a substantial community living around the lake whose economy has gradually shifted from a focus on manufacturing industry to tourism.
