ABSTRACT
There are a number of obstacles to and opportunities for effective pro-poor regulation as identified by the case study research. These are in addition to the necessary involvement of customers and alternative providers described in the preceding chapters. The first part of this final chapter proposes legislative requirements as well as technical solutions, the second part outlines the vision for pro-poor regulation and a realistic USO, while the final part offers an interpretation of the vision and summarizes practical suggestions for implementation in lower-income economies.
