ABSTRACT
The convergence or divergence between the global and local agendas in water management represents the level of communication between those who look at the big picture, as represented in the World Water Vision developed by the World Water Council (Cosgrove and Rijsberman, 2000), and those who focus on day-to-day water issues. The global and local agendas stimulate dialogue and debate by offering different views of how to translate a global water vision into action. In essence, this debate represents the divergence between development paradigms and the means of linking theory to practice between the North and the South. This chapter will shed some light on global and local agendas in water management with specific reference to the Middle East and North Africa (MENA) region.
