During the African Capacity Building Forum, held in Bamako, Mali, in October 2001, Eveline Herfkens, The Netherlands minister for development cooperation, stated that effective institutional development and capacity building would require a radical break with outdated ideas and practices. Three key changes are needed: a new way of thinking, a new way of seeing and a new way of working (Herfkens, 2001).
