ABSTRACT
Development is about welfare and power. The global political economy is failing to deliver the conditions under which basic needs and the prospect of fulfilling lives can be met by most of the world's population – or by future generations –as unique global commons and primary ecosystems are rapidly degraded, and essential democratic requirements for progress are denied by government and politics.
