ABSTRACT
Financing was a central theme in the UN Conference on Environment and Development (UNCED) in 1992, and 11 years later it remains an outstanding issue, the resolution of which will determine whether the world begins to move towards sustainable development. But 2003 is not 1992; even in the long sweep of history, a decade can make all the difference.
