ABSTRACT

This chapter addresses the governmental promotion and regulation of wind power in Denmark from 1976 onwards. Many different policies with different objectives, scopes and approaches have been implemented and consequently the overall picture is one of great complexity and differentiation. I will be surveying the use of the following seven policy mechanisms (adapted from Redlinger et al, 2002):

national programmes of research, development, demonstration and information (RDD&I);

direct investment subsidies;

renewables set-asides (quotas);

government-assisted business development;

physical planning;

power purchase agreements (including recent attempts to establish a market for renewable energy, recently postponed until further notice);

environmental taxation.
