ABSTRACT
Ever since the global environmental issues occupied the centre stage in international discussions in the 1980s, there have been several debates in the United Nations and the World Trade Organization on determining what the ‘barriers’ to the transfer of environmentally sound technologies are, particularly to developing countries. Barriers have been identified as institutional, social, political, technical and economic factors that prevent or slow the adoption of environmentally superior technologies. However, while it is true that technology transfer can be challenging, it is wrong to label every challenge a ‘barrier’ to technology transfer; with a little effort, many barriers turn out to be surmountable. This chapter will demonstrate that in the case of technology transfer for protection of the ozone layer, many barriers that were feared failed to materialize, and that the concerted efforts of industry, governments, implementing agencies and non-governmental organizations helped to solve the problems that did arise.
