ABSTRACT

Actions by the developed countries under the Montreal Protocol demonstrate that technology transfer of environmental technology can be rapid and cost-effective. This is true for the enterprises developing the technology, for the governments sponsoring the environmental protection, for the enterprises receiving the technology, and for the citizens who purchase new products that are responsibly manufactured and owned. Technology selection and transfer under the Montreal Protocol is unprecedented in terms of environmental scrutiny, validation of technical performance, and disclosure of which technology was selected by the most knowledgeable customers.
