Public Policy Analysis in the Water and Sanitation Sector: Budgetary and Management Aspects

This chapter introduces the public policy approach to the analysis of water and sanitation services (WSS). Our public policy perspective is founded on two basic premises:

WSS services have a multidimensional character and their analysis and explanation require inter- and multidisciplinary approaches.

Universal access to these services, which are essential for life in a civilized society, constitutes a social right of citizenship and cannot be subjected to market criteria.
