Social Participation in the Irrigation Sector in Yunnan, China: Roles of the State, Water User Associations and Communities

Social participation in the irrigation sector is particularly significant in Yunnan Province, China, which faces problems with low rate of utilization of the abundant water resources in the province. Massive construction of irrigation works have been undertaken to overcome the insufficiency of physical infrastructure. Although physical problems exist, the ineffective management of existing irrigation works is also due to social, political and institutional problems.
