ABSTRACT
What has the international response to avian influenza entailed? How have the arguments for action been framed? Who has been involved? And what are the underlying politics of the policy processes? These are the questions explored in this chapter which looks at the global network of actors who have guided the international response to avian influenza over the past decade or more.
