ABSTRACT
Chapter 2 made it abundantly clear that current and past trends show weak progress towards the UK's decarbonization goal, and increasing energy insecurity associated with import dependence and reliance on a limited range of supplies. Chapter 3 identified a stirring in the policy world that is leading to new approaches better fitted for meeting future challenges. However, the gap between policy aspiration and real change on the ground remains striking.
