ABSTRACT

Even as international and national actors in post-conflict situations come to grips with immediate humanitarian priorities, there is a need to begin taking steps to address broader land tenure issues. Post-conflict land issues present tremendous technical and political challenges, and it remains unclear what types of measures can provide consistent leverage for resolving conflicts and managing the many, often volatile land-related problems. Drawing from experiences in a range of countries, the seven chapters in this part offer a variety of tools and techniques for strengthening capacity for land administration; protecting housing, land, and property rights; resolving disputes over land; and promoting equitable and sustainable land relations in post-conflict societies.
