IN THE FLORIDA WATER controversies, the disputing parties sought diverse interests. Competing municipalities hoped to use groundwater supplies to support development, to conserve water supplies to avoid shortages, and to improve water quality for human consumption. Employers (and some employees) opted to sacrifice water quality to support industry and protect jobs. Boaters and sportspeople sought water resources for recreational purposes. Environmentalists worked to promote ecological sustainability.
