ABSTRACT

Water data are as essential to project planning as water itself is essential to all forms of life. Projects and their management are the vehicle for implementation of a meaningful water policy. Water projects and management are well planned and executed only if availability of data is ascertained, and as data become readily available, the implementation of water policy has better chances of success. Additionally, data gathered in the implementation phase of water policy are employed as a feedback input into formulating and updating the water policy, or for injecting measures for a midcourse correction of certain aspects of the policy.
