ABSTRACT

Responses to the threats of stratospheric ozone depletion and global climate change differ markedly between the United States and Europe. In the case of stratospheric ozone depletion, caused by release to the atmosphere of chlorofluorocarbons (CFCs) and other ozone-depleting substances (ODSs), the United States acted earlier and more aggressively to reduce the threat. While the policy response to global climate change remains a story in process, Europe is clearly leading the United States in taking actions to reduce the threat.
