ABSTRACT

The State of Maine continues to object to the listing of salmon on the seven Down East rivers in the strongest possible terms. It should be clearly understood that this Administration has worked with the Services in good faith to develop the (Conservation) Plan as an alternative to listing. Should listing occur, however, all cooperation with the Services will cease, implementation of the Plan will be suspended, and we will pursue all available avenues, including litigation and legislative solutions to prevent this misapplication of the Act.—Angus S. King, Governor of Maine (Oct. 10, 1996 Letter to USFWS and NMFS, quoted in Baum 1997).
