ABSTRACT

This chapter describes European Union (EU) legislation to control non-CO2 greenhouse gas emissions, such as the revision of the 'F-gas' Regulation agreed. Then, the carbon sources and sinks from land use, land-use change and forestry (LULUCF) are addressed. The sectors outside the Emissions Trading System (ETS) constitute around half of the EU's greenhouse gas emissions. The reductions for the non-ETS sectors are made legally binding by the Effort Sharing Decision. The central element of the Effort Sharing Decision is the fact that emission reductions are distributed between Member States in order to arrive at an efficient and fair sharing of the abatement efforts. The differentiated national targets set by the Effort Sharing Decision are only one part of the overall burden-sharing. Fairness considerations for the distribution of the emission reductions from the non-ETS sectors were based on GDP per capita. The chapter closes with a description of EU climate adaptation policy and mainstreaming into the EU budget.
