ABSTRACT

Kaluga Oblast is situated in the central part of the Eastern European Plain. Tula and Oryol Oblasts lie to the south-east, Bryansk to the south-west, Moscow Oblast and Moscow City lie to the north-east and Smolensk to the north-west. President Putin accepted the resignation of Artamonov as Governor on 13 February 2020 and appointed Vladislav Shapsha, hitherto the Mayor of Obninsk, to succeed him in an acting capacity. Artamonov became a representative of the Oblast in the Federation Council. The city of Kaluga, first mentioned in 1371, was founded as a Muscovite outpost. Kaluga Oblast was founded on 5 July 1944. In 2020 Kaluga Oblast’s gross regional product (GRP) amounted to 559,167m. roubles, equivalent to an estimated 558,175 roubles per head. The major industrial centres are at Kaluga, Lyudinovo, Kirov and Maloyaroslavets. The economically active population numbered 521,957 in 2021, when the unemployment rate was 4.0%, while the average monthly wage was 48,837 roubles.
