ABSTRACT
Community relations work in Northern Ireland faces a silent crisis, one the government seems barely aware of and which it has no strategy to tackle. Education for Mutual Understanding (EMU) and Cultural Heritage - introduced in 1992 to encourage respect between Catholic and Protestant children and promote non-violent ways of resolving conflict, is clearly failing.
