ABSTRACT

While a school parliament has many similarities to a school council, the emphasis is more on learning about democratic processes, including the roles of ministers in parliament, and debating issues from a for/against perspective. There is less emphasis on dealing with behaviour management.The main differences are:

• all students are members of parliament

• instead of councillors, there are elected ministers, each with a brief

• there is a prime minister, a leader of the opposition and a speaker

• each issue is subject to a debate which looks at both sides of the argument

• voting on any issue involves the whole school (as the parliament).
