ABSTRACT
The UK ‘Citizens' Commission on the Future of the Welfare State’ was established to challenge an important contradiction in social policy. While recent policy changes have been associated with a more active role for ‘welfare state service-users’ in the creation and maintenance of their own welfare (with a much bigger role to play both in organising and paying for it directly), their role in the development of welfare policy and discussion has remained largely passive and limited.
