ABSTRACT

This chapter discusses the approach presently being used to define encapsulation product performance and the protocols for the use in lead abatement. The standard practices reviewed to date include test methods for lead in paint, dust, air particulates, and soil; removal of lead-based paint; encapsulation of lead-based paint; accreditation of laboratories, field testing companies, and contractors; as well as defining the terminology associated with lead abatement practices. The task group on encapsulation technology identified the following areas of concern that require development of standard guides: encapsulation product performance, product qualification and product approval, use and application standard practice, and a postabatement inspection and maintenance program. Encapsulation of lead-based paint by applying a coating to cover and seal a painted surface offers a safe, low-cost, and potentially effective means of reducing the exposure of lead in paint.
