ABSTRACT

The actual changes in the interdependencies between the European states are reflected in an increase in the activities of individuals, groups and institutions crossing traditional state borders. It will produce extra urban and environmental conflicts which will have to be managed. Germany will have a strong impact on the Polish and Dutch political and economic systems. The first impact of the unification of Germany is important not only for Poland and the Netherlands but for the whole of Europe. New technological and social conditions demand that the political system adapt. Adapting the political system means attacking existing institutional norms. The main problem for local administrations is uncertainty about the dynamism of the new conditions and developments and about how to manage them. The policy-network approach accepts conflicts as normal in a society. The policy-network approach is oriented to intervening in social interactions between actors involved in a conflict.
