Great Britain is once more destined to suffer the calamities of war. There is not an inhabitant of the island who will not in some way partake of the distresses and the burthens of this war: there is not one that will not contribute voluntarily or involuntarily of the property he possesses or of the sweat of his brow to give vigour to its operations. Can it be a crime in an Englishman to enquire from what causes the war proceeds, to what consequences it tends, whether it be political and whether it be just?
