ABSTRACT
This chapter discusses the efforts made to date, and in the CARDO study, in counting the homeless people of the world. As counts and the CARDO researchers’ estimates generally do not reflect the caveats in the controversy over counting, we are, in a way, taking a step back in this chapter, reflecting how reported work on homelessness in most countries trails behind theoretical arguments.
