ABSTRACT

This chapter aims to map the Estonian human rights landscape from the perspective of safeguarding freedom of expression in new media. In the context of freedom of expression and new media, Estonia, like any other country, can be viewed from the perspective of positive law, court practice and the practices of the new media stakeholders. International observers praise Estonia as a country where the roof beams of freedom of expression protection are raised high. The written press relies mostly on self-regulation. Two self-regulation bodies enforce Code of Press Ethics – the Council of Public Word and the Press Council. These two above-mentioned self-regulation bodies provide the public with the possibility of finding solutions to disagreements with the media without the need to go to court. The chapter concludes with some degree of polarisation in Estonia’s position in the European human rights landscape regarding freedom of expression.
