ABSTRACT

Higher education in the Federal Republic of Germany consists of two classes of institutions. At the end of the 1980s there were about 120 universities, including twenty-nine arts academies, and also about 120 polytechnic colleges. The university stratum comprises the traditional universities and technical universities. sixteen theological seminaries, eight teachers colleges for the training of primary school teachers, seven comprehensive univer sities offering study courses at the university level as well as at the polytechnic college level, and the two universities for the armed forces (at Munich and Hamburg). Included among the polytechnic colleges are twenty-four internal polytechnic colleges of the state administration where state officials are trained. Access to these colleges, as well as to the universities of the armed forces, is limited to state officials or to officers, respectively.
