ABSTRACT

Reform of China’s State-owned enterprises (SOEs) has been a core link in reform of the economic system as a whole. Over thirty years, the tumultuous process has been the result of its own internal logic, but also the result of external social, political, and economic forces from both inside and outside China that have propelled it forward. The process has benefited from the intellectual contributions of theory, but even more from the sincere concerns and input of the public at large. It has gained from the policy decisions of the Central government, but even more from the innovations and applied experience of workers and staff.
