However, simple statistics about the number of children attending school can be misleading. In many developing counties, less than 60 per cent of primary school pupils who enrol in first grade reach the last grade. Teacher ratios of 40:1 are common and many teachers are inadequately qualified. Shortage of books, paper, pencils and other basic education tools also reduce the quality of education.6 Improving the quantity and quality of education calls for a systems view since improving one aspect in isolation does not produce good results.
