After the analysis of the previous chapter, it is interesting to take a more in-depth look at the process by which the main characteristics of the urban development, landscape and architecture of Expo Zaragoza 2008 were defined.1 As in other large-scale urban projects in recent decades, Expo Zaragoza 2008 was conceived as a strategic project of ‘variable regulation’ 2 and as a meta-project.3
