ABSTRACT

This chapter deals with the finances of the Caribbean Community (CARICOM). To shed light on this issue, the main expenses of the official CARICOM budget are analysed with a focus on the current practice of regional security. Particular attention is given to the landscape of external donors given the colonial legacy of the states in combination with strong geopolitical interests in the region on the part of the US. In addition, a new framework that contributes to developing a coherent security strategy of CARICOM is analysed with a view to its potential to encompass parallel efforts of security governance.
