The Finance of Spanish Local Governments and its Recent Reform

During the Franco regime, two of the features which characterised the Spanish public sector were its small size (in comparison with most Western countries) and its extremely high degree of centralisation. In the context of a two-tier public sector, local governments suffered serious problems of financial insufficiency.
