ABSTRACT
The chapter examines the status and trends in public expenditure for the young child and the gaps where the spending needs to be enhanced. It focuses on this investment as the right of each child and adopts a holistic view by taking the universe of public schemes and programmes that directly and indirectly impact the well-being of children under 6 years of age into a framework of the childcare ecosystem. Based on the annual expenditure data from 2014–2015 to 2019–2020, it analyses the trends in allocation and expenditure to identify the budgetary requirements for a system that could satisfactorily and effectively serve the needs of children under 6 years. It calls for an increase in social sector budgets to at least 4 percent of the GDP.
