ABSTRACT

In this section of the book a detailed case study will be undertaken, examining the feasibility of establishing truth recovery and addressing the issues of timing and ‘readiness’. It focuses on the conditions which predispose or prevent embarkation on a truth recovery process and the rationale for that process, arguing that there is no magic moment of ‘readiness’ for truth recovery, but that the conditions are constructed rather than spontaneously occurring. The role of the state and the concept of political ‘willingness’ are placed at the centre of the analysis.
