ABSTRACT
Government of French Equatorial Africa followed, with unitary modification, the system of French West Africa; that is, when the conquest was nearly completed, a federation of the four provinces or colonies was set up, the process being completed. The region west of the Tchad was reluctantly given up to England in 1890 in a Nigerian boundary treaty, while Germany succeeded in pushing her Cameroon as far as the lake. The part of the German Cameroon allotted to France was only briefly governed as a part of the A. E. F. it was soon administered by a governor of colonies called Commissary of the French Republic for the Cameroon. In Nigeria and the Belgian Congo, both having more resources, the administrations aver that the natives have reached the limit of their capacity to pay the cost of their own administration in view of their small ability to use modern equipment and of the current market for their products.
