ABSTRACT
Satisfactory HF communications cannot be established without an ability to operate over the radio link using an appropriate frequency; the choice of the right frequency at the right time is fundamental to maintaining an acceptable communications performance. The process of selecting the best frequency according to the prevailing conditions is known as frequency management.
