ABSTRACT

So far, the policies addressed in this book have focused on helping individuals and families, especially children. Complementing these polieies, the Uni ted States has a long history of place-based policies to help poor rural regions such as Appalachia, and poor urban areas especially inner cities. This section reviews polieies for inner cities and other poor urban areas and then notes some important differences for rural placebased policies. While most past polieies have emphasized subsidies to business, this chapter outlines a poliey focused on changing the lives of youths.
