ABSTRACT
The environmental slogan of ‘thinking globally, acting locally’ has been turned on its head in the 1990s. Irrespective of what environmentalists have been thinking, their only notable successes have been international agreements. Environmental power and influence is shifting inexorably up the political hierarchy. To most, this development is seen as a thoroughly good thing, but there are reasons enough to be extremely wary of the environmental empire builders.
